Gastonia City Council Approves Funding for New Affordable Housing Development

The Gastonia City Council approved a resolution at its June 20 meeting in support of The Enclave at Forest Heights, a new affordable rental community that will add 48 homes in West Gastonia (Ward 6) for individuals and families with low to moderate incomes. The project is the latest in a growing number of City-supported efforts to address the community’s need for safe, affordable housing.

The Enclave at Forest Heights will include two multi-family buildings with a mix of one-, two-, and three-bedroom units. The homes will be available to households earning between below 30% and up to 70% of the Area Median Income (AMI). Current income guidelines range from $18,900 for a single-person household to $67,320 for a family of four.

“This development will help meet a growing need for affordable housing in our community,” said Mayor Richard Franks. “It’s about ensuring that families, workers, and seniors have real options to live and grow in our great city.”

The Enclave at Forest Heights is a public-private partnership. It will be financed through Low-Income Housing Tax Credits (LIHTC) and a $375,000 loan from the federal HOME Investment Partnerships Program, supporting four of the 48 units for households under 60% AMI. HUD approved the City’s use of HOME funds in May 2025 following an environmental review.

“Strategic investments like this bring more than just buildings—they bring opportunity and equity to our neighborhoods,” said Councilwoman Donyel Barber (Ward 6). “And they reflect the City’s long-term vision of creating a more inclusive and affordable community.”

The project is being developed by Commonwealth Development Corporation, the same company behind Fairhaven Place, a 200-unit affordable housing community that opened earlier this year in Ward 5. Fairhaven Place is already 70% occupied, reflecting strong demand for affordable homes in the area.

With Council’s support in place, Commonwealth Development Corporation will move forward with securing financing and finalizing development plans. Construction is expected to begin following funding approval and should be complete by December 2026.
